In the global competition, human capital is one of the core competences. In order to
keep up with technological improvements and changes, selecting the right person for the right position is very important. Many large-scale companies have professional HR departments to deal with this problem. However, there is still a lack of understanding, especially for the needs of changing job profiles and positions. In this paper, a novel personnel selection framework is proposed for finding the “the best possible” personnel for a specific job. The proposed framework starts with construction of an appropriate “job announcement” which implicitly defines the required qualifications for the job. After decision makers rank the required attributes for that specific job then PROMETHEE method is applied to these regarded features (experience, foreign language and age, etc...) to form a job announcement including the certain weights of ...
